Victoire Sidémého Dzidudu Dogbé Tomegah (23 December 1959) is a Togolese politician currently serving as the Prime Minister of Togo since 2020 and is the first woman to hold the office. She has been working for the Togolese government for the past 12 years.
Dogbé was born in Lomé, in the maritime region of Togo. She holds a Master’s degree in economics and management, which she obtained in 1982. After six years, she received another degree in management at AARHUS, Denmark, and a specialized graduate diploma in governance, poverty, and gender from the UNDP virtual school.
Before becoming the head of government, Dogbé served as the Minister of Grassroots Development, Handicrafts, Youth and Youth Employment in the Komi Sélom Klassou Government and the Cabinet Director of President Faure Essozimna Gnassingbé.

In 1998 she joined the UNDP, where she occupied several positions of importance at the institution’s offices in Togo, Congo Brazzaville, Burkina-Faso, and Benin. She was at the UNDP until she became the minister of grassroots development in 2008.
In her recent position, Dogbé spearheaded many initiatives such as the ANADEB, PN-PTFM, FAIEJ, PRADEB, and PAIEJ-SP, all in favor of vulnerable groups, especially youth and women. She became Prime Minister on 28 September 2020 by President Faure Gnassingbe after the resignation of Komi Selom Klassou.
